Is a GPA and ACT results to help decide its acceptance? Absolutely. That's what colleges look for in fresh school graduates. If you feel that your GPA and / or the ACT is not good enough to jump right into college, can attend school in the community and transfer / articulation in a program of four years. Many people, myself included, have done this. You save money, do not have to stress about getting admitted and receive a 1on1 education more because the best teacher: student ratio. Of course, some colleges and universities are not as crowded, but I know that my university 200 local students sometimes have more or less in business class.
